In the historical time, the maxima of cold snaps and Caspian Sea level are registered every five centuries. The Late Pleistocene and Holocene evolution as well as recent developments of the southern coast of the Caspian Sea have been studied using remote sensing and core data. For the same reason, the regime in Iran that attaches the highest priority to its survival, is more concerned about the military-security issues in The Caspian Sea, rather than resources in the seabed or even Iran’s share of the whole area. The regime in Iran has been using every legal and political occasion, to block the presence on non-littoral states, especially the US, in the Caspian Sea, with cooperation of the Russians who have similar worries.A new tentative Holocene Caspian Sea-level curve has been reconstructed, which might help to predict future Caspian Sea-level.Up to now there has been no consensus on the chronology and amplitudes of Holocene Caspian sea-level oscillations due to problems with sampling strategies, absolute dating, relative tectonics, deformation, different datum levels and absence of data on long-term development of Caspian Sea-level.

Azerbaijan Republic is an ally of the US and it has very close relations with Israel.Long-term field investigations and laboratory works in the Black Sea — Caspian region and its drainage basin within Eastern Europe provided a factual basis for the work.At the first stage, we searched for extreme hydro-climatic events through the last 18-20 thousand years, first of all, for most striking ones, such as marine transgressions in the Pontian and Caspian basins; our attention was focussed on possible sources of water for those events, such as overfloods in river valleys and relict permafrost thawing on watersheds. At the same time, the Iranian part of the Caspian Sea (almost 13 percent of the Caspian Sea) has not any important oil and gas resources that is so far identified by any method.Even if new and economical resources of oil and gas are found in this sector in future, their exploration and exploitation requires high investment and technology (this sector is the deepest part of the Caspian Sea). Again, if it has any of them, it would be easier and more profitable for Iran to use them in other places (such as the Persian Gulf).
